Q: can the 13.2 gallon kegmenter be used as a boil kettle for a 10 gallon batch?

A: It could be used as a brew kettle, but the 4" hole on top won't give you much room to stir and add ingredients.

Q: Will this fit in a standard chest freezer?

A: It is 22" tall and 17" wide. Be sure to allow for 4" above the keg to allow for your ball lock fittings if you are dispensing from the chest freezer.

Q: If I wanted to use this as both a fermenter at times but at other times as a serving keg, can I get a replacement dip tube to adjust the length of one without having to deal with one permanently cut dip tube? How long is it compared to a standard dip tube

A: The liquid dip tube in this item is 19.75 inches long. A standard 5 gallon dip tube is 23.25 inches. The width is standard, so any other modified dip tube you wanted to swap out will fit, widthwise.
