Okay if it's all you can get.
Pros: These dried orange peels are the real thing called for in many wheat beers, Belgians, Christmas ales, etc. They'll give you some desired flavor, if you don't have access to a fresher source. You don't need a lot because most of the citrusy taste in such recipes comes from the coriander, believe it or not.
Cons: Though you're supposed to use dried peels, these are VERY dried-out and most of the distinctive oil is gone. You'll get much better taste by zesting fresh bitter oranges and air-drying them yourself, similar to making marmalade.
